Recently-appointed Judges Torres and Failla published their first Individual Rules (here and here) and form Case Management Plans (here and here), and it appears both judges can be added to the list of judges who can be expected to move things very quickly. Similar to the form Case Management Plans of Judges Forrest and Abrams, the form Plans for Judges Torres and Failla indicate that fact discovery generally must be completed within four months, with trial generally within in six months.  The only judge that might move things faster is Judge Rakoff, whose rules state that he generally will issue a Case Management Order that “will require the case to be ready for trial within five months.” Judge Torres and Failla also both have an atypical rule that they will ordinary not hear summary judgment motions in non-jury cases.
